Agree user pays (I am slightly to the right of Ghengis on this one) but for roads and general service infrastructure this is best for arterials (M2 M5 EastLink, tunnels) where a cost sensitive & time rich can chose the toll.
On the inter-generational, yes i absolutely agree with you, future generations should not free ride on an asset financially concentrated into a particular tax year - which the levy will do.
On the last para, with an interest in Industrial History i would suggest that these last couple of generations are streets ahead of prior ones, on river water quality, NOx air quality etc and we are critical of ourselves because we have raised the bar so much. I see that as a good thing, however.
