    dex, I have to agree.
    Two things I learned a long time ago in the workplace.
    The first is to never introduce a rule that you can't or are not prepared to enforce.
    The second is that you need to run it up the flagpole and see who salutes it before you leave it flying.
    In Indonesia the term used was "socialising" which meant you had to sell the idea to the people before you introduced it.

    As an example, after a couple of drownings we wanted to introduce a rule that tug crews must wear lifejackets at all times that they were on deck. They quite rightly objected as they are bulky and hinder your movement, making some situations less safe. We then came up with the idea that they have to be worn when transferring between vessels. This idea was accepted as the crews recognised that the most danger was when tranferring vessels or when they were working on the barges.
