If the VFL hadn't formed a national competion then someone like Kerry Packer would have and that would have meant many fewer Melbourne teams in that national league. The VFL decided that the best thing for them (not necessarily for for Australian football) was form them to form a national competition, charge new non-Victorian teams massive entrance fees and so prop-up a number of otherwise bankrupt VFL teams.
