    Do you seriously believe with certain types of crime that people think about the penalty for a split second.
    If so quantify the disincentive that each minute, hour , day and year added to a sentence provides.
    My evidence is simple. It doesn't matter how long we have made the penalty there is still crime like rape and murder.
