Remember, that CATL is a company not an idividual, so whoever has taken the decission is not putting its own hard earned money on the line, but other money...
On the other hand, companies have other reasons to allocate capital into a 3r party, than the share market return, like a foot in the door, even when its future is not bright ( I think it's not the case of PLS) to secure a supply, or buy the assets.....
