Stage 1, is unlikely to be in shortage all the time, as it is only for 1-6 months, majority would breast feeding during that time.
Shortage on either local or China, is always a GOOD sign, IMO, because of implying demand exceeds supply.
We can hike price by a reasonable percentage and still won't lose customers, or minimal loss.
Only factor to keep an eye on, is sale volume in China.
I reckon marketing is the key and then physical distribution to Chinese stores.
Grey market would never be a real issue for two reasons, it has and will always be there no matter the policies change. It called "black market" or "grey market", most are "Legal".
