I would have thought so too but BUB is a relatively premium brand as well. I think premium brands are likelier to satisfy the FDA import requirements. Even under the revised emergency import policy there are still quality/nutritional requirements to be satisfied.
Then they can import to sell under any arrangement. It could be with commercial operators or with the government scheme. Around half of consumers buy the product at full price in a store, and the other half subsidised in the WIC program. The BUB deal with Biden Admin suggests that premium formula can potentially be brought to the market via both avenues.
If A2M is approved, it will be able to sell directly to consumers in physical stores through its existing suppliers. BUB doesn't have any physical store distribution in USA, they sell online.
