I don't see how any of those points relate to how quickly the FDA assesses these applications. They haven't approved any more since the first 3 or so.
Also, you say you don't consider the USA to be an IF accessible market, but also that you would like to see a planned and well managed entry into the USA market.
Sounds a bit contradictory but either way, the only avenue currently is through this temporary relaxation of import restrictions, and they have put their case forward. It's in the hands of the FDA now. Arguably they should also be using high level influence behind the scenes to shape the outcome, but neither you nor I know whether that is happening or not. But there are some 26 or more companies with pending applications in the same boat.
