Unfortunately that is what happens when a deal is made between the Lawyers of the two parties to the litigations. And the USA, IMO is where it happens the most.
As to where he will find the money to pay for the restitution will remain to be seen. And don't forget that there are the Lawyers costs and fees too. Plus all the travels to and from the USA, accommodations, meals, witness expenses, etc. as well to be added to the bottom line.
I hope they can find out that he has a secret Bank account somewhere that they can freeze.
