Kfw has a minimal risk being secured creditor and being covered by SMS (process quality and throughput guarantee), in the mean time they still earn interest for the sum allocated.
SMS on the other side covered the risk through price.
It's the unsecured creditors that bear the risk that's why it stumbled, IMHO.
