I am quite sure they will raise equity to fund half of the developement which he has already said in an interview is the plan, they get pressured to do this by the broking houses and they often won't push the stock until they ger their fillup unfortunately. Be nice we get the share price up before this but also this is part of the issue as they pressure it downward until they get their stock.
