I'm always impressed how much of our discussions on crime centre around how to treat the cancer after we've got it and less so on how to build a culture which manifests in a naturally low rate of crime
why people look to how police forces cope with crimes as opposed to nations that have little crime - defeats me
it's so easy to overlook things - like if one looks at low recidivism rates - well, that's better than looking at how to treat crime by going hard - but, still - it's looking at how much crime is committed by already convicted criminals
that means that one is looking where there have been problems - so, one might say look at Norway -
but one might totally miss looking at Senegal for say the theft rates - it's astonishingly low - in a country that runs on French law and Muslim law
it's all a very complex area - but, mostly people are limited by their intellectual capacity to 'lock em up' - which there are a tome of data which shows that 'lock em up' -- gives monstrously more problems, but it keeps the coppers in work
in Senegal - the coppers in the antitheft department - are probably all on 50 weeks leave a year - the other 2 weeks they just come in to clean and paint the office
