The ABC reported the truth. They reported that numerous drafts of the resolution were drawn up. One change was that "shot down" should become "downed".
The Kremlin only agreed to support the resolution if Russia wasn't blamed.
Instead of the political back slapping aimed at home consumption perhaps it would be better if attention was applied to actually getting the experts on the ground in a secure environment. Kiev can't give safety assurances because they don't control the area. It's a war zone.
