It sounds to me like the doctors are getting a $5 haircut on claiming the rebate on ALL patients. Punishment for going rampant on 6 minute medicine. They can recover the cut by charging a co-payment (any amount) to patient who are not children under 16, pensioners, veterans, people in nursing homes and other aged care institutions.
