    because some people are really poor and don't have $7 to pay for a visit.


    DON'T say " oh bulldust - EVERYONE has $7 / visit "

    No! ... you're wrong ... MANY people do have $7 for a doctors visit ... in fact, the majority do ... but NOT EVERYONE does ... there are tens of thousands of Australian's that literally count cents when they do their shopping ... they are literally hanging on by the skin of their teeth

    the fact is that the 10 visit cap would have forced people that are literally clinging for their life to choose between food and a doctors visit.

    I honestly think that the electorate (by and large) used this logic to refuse to accept the payment. If the Abbott government had come back and said, "ok, we're scrapping the 10 visit cap for concession card holders", the electorate would have approved of the policy.
