it's not incompetence - you misunderstand.
it is about repricing cost in the economy, not revenue raising.
it's outcomes are the drop in emissions as designed.
it's impacts were aimed to be revenue neutral - and has proved to be so.
it's the most efficient economic step to address carbon emissions (ask the economists).
it's in, it's implemented, it's working and the coalition are simply undertaking a wasteful ideological exercise at taxpayers' expense.
as ken henry says, the coalitions policy is bizarre.
