The best line I've seen on this is pretty obvious.
An outright apology would confirm that the spying actually took place, as reported by the ABC.
Fast forward, and every time an allegation is made it would have to be confirmed or denied. It would become a field day for any michevious person or organisation.
Decades of tradition of silence on national security matters are at stake here, and I don't think its about to change.
