"The House of Representatives shall, before proceeding to the despatch of any other business, chooise a member to be the Speaker of the House...."
says nothing about "government" or "party" or anything else - just that the Speaker must be a member.
It is not the responsibility of the government, it is the responsibility of the Parliament.
Abbott is a member of that parliament
