On the eve of the West Australian budget, Premier Colin Barnett has foreshadowed program cuts and "revenue measures" as the once-boom state struggles with lower income.
Since a prediction in last year's budget of a $196 million surplus for 2012/13, the government has changed its forecast three times because of volatile iron ore royalties and lower payroll tax receipts.
