Even though the way each of them are funded is different, the cost is ultimately still bourne by Businesses and consumers\tax payers.
The PPL leave will cost more than the NBN and will be less beneficial to Australia.
If there is a call for a "Cost Benefit Analysis" on one, then it is a bit hypocritical to not do one one the other, especially if it is going to cost more money.
