At the time:- February 2013, 49 GP super clinics were operational, under construction or providing early services.

Hardly a lie or broken promise, even for someone with "reasonable comprehension skills".

I suspect the day after the initial announcement there were no GP super clinics delivered, but I suppose there wouldn't be many people who would expect that to occur with a 5 year program.
