In terms of a solution a small NSW stud that I'd never heard of seems to have provided one. They've offered an open $1000 for any horse (ie more than knackeries pay) to repurchase and look after any horse carrying their brand. If they can afford to do it, there's no way that the likes of Arrowfield, Coolmore and the like which take in tens of millions of dollars annually in service fees can't afford to do something similar. Where a thoroughbred is in a position where it's likely to end up at a knackery, the stallion owner is obligated to give the horse a home for life, with the cost of transport to that property borne by either Racing Australia or the relevant state racing authority. That won't catch every horse, but those not in that system can then be looked after by the horse welfare fund that NSW currently has, and other states in light of this report will be bound to follow.
