I have a mate who works for a multi national builder, building multi billion dollar projects. They have to award 1 percent of their contract to an indigenous owned company when building in Victoria. On a recent tender for a multi billion dollar job, it was near on impossible to find an indigenous owned company that was capable of doing a $10-20M job.
Needless to say, this scheme has now been rorted by someone who is “aboriginal”, who then sub contracts the job out at a lower price, skimming a huge percent of the profit.
