Trouble with saving $3,800/year is that it is probably more than what vast majority of people are paying at the moment.
Dare I say it, nobody is paying more than that now with RARE exceptions. It will be of no interest to the smart-phone users. I would not be surprised if "unconnected" households will have to pay an "it is available so you will pay" fee as we routinely do for other utilities on vacant land for e.g. You pay for water, sewerage and sanitation even though you don't live there.
