Sounds like Families SA, several years ago a foster child was removed from a home where she was treated equally with the biological child including being enrolled into a private school. She was removed from the home because Families SA Social workers believed it gave her unrealistic expectation for the future, and they made sure she didn't get one. The family still has everything waiting for her to come back to them one day even if they have to wait until she is 18. She has since been moved several times but that is about all the public can find out. This action was widely condemned by child protection authorities but their voices were ignored.
