The South Australian Government has effectively closed the door on calls for Centrex Metals to pay a voluntary levy to ship iron ore through Port Lincoln.
The Port Lincoln council called for the levy to cover environmental issues arising from the operation.
The council wants to collect at least $1 for each tonne of ore that will be exported from the city's main wharf.
A spokesman for the acting Mining Minister, Michael Atkinson, says local councils have no role to play in setting levies.
He says Port Lincoln will get significant benefits from the economic activity generated by Centrex.
