No revegetation for Mount Hebbard

Map: Broken Hill 2880 A report commissioned by the Broken Hill City Council says Mount Hebbard will not be revegetated.
I found there are three news related to CBH yesterday if you google search. one of the news is as follows and looks interesting. Any comment is welcome.

Responding to a question raised at a council meeting in January, the CBH Resources report says a polymer agent would be used to prevent the release of fine dust particles.
But the group sustainability manager, Peter Oldsen, says the report also included responses from two government departments, which say Mount Hebbard will not be revegetated.
"The report details responses from both ... Industry & Investment NSW and the Department of Environment, Climate Change and Water in terms of the rehabilitation of mine dumps and waste rock replacements," he said.
