Nothing will change until Aboriginals have title to their own block
I lived in a community with aboriginal elders fro 15 years, they don't identify with concepts of individual ownership they live in communal settings where everyone owns everything to share, that's why giving them complete ownership via title deed won't change a thing. They just want to pack up and leave when it suits them and not be tied down like white people are to an address, even if they were given the house for free.
What they do need is to be asked what type of living space, where and when, suits them without the city 'aboriginal whites' telling them how to live.
Over 200 years and for most to comprehend a simple lifestyle is beyond reach.
White people will never understand what freedom is, you have been imprisoned for too long!
