    "Investigating police sought advice from the Office of Public Prosecutions, which advised there was no reasonable prospect of conviction," a statement from Victoria Police said.

    So the public prosecutors office provided advice, a department that answers to a Labour Minister.

    Labour Party Victoria is the semi-autonomous Victorian branch of the Australian Labour Party.

    So everyone that makes a decision on a rape allegation is directly or indirectly managed by an organisation that Bill Shorten has significant influence over.
