from what i have heard netting off works as follows:
Client 1 - shares worth $1m no loan - net off value $1m gets 70 cents in the dollar on that
Client 2 - shares worth $1.5m loan of $0.5m - net off value (nett position minus debt = $1m - $0.5m) $0.5m so gets 70 cents in the dollar on that..ie half of client 1
