The government does get enormous amounts of revenue from the buying and selling of property and in reality do nothing for this money, all that has happened is a monetary exchange. Negative gearing encourages this and I believe is the governments compensation for putting it's hand out when the courageous buyer makes their investment as well as when they sell the investment.
