There's no way any industry can be set up in their community land that gives anyone any rights.
I've heard advocates say that it's impossible as an individual or group could steal everything of of the others. Yes, guaranteed, lots will be shafted.
What's the point of the communities gaining land rights if they can't use those rights? A national park that we call an aboriginal reserve, same deal, we pay to keep it with the plus of up keeping houses.
Yes, lots have no respect for government housing but don't think they all build fires in the living room and punch holes in the roof.
An approach that could protect investors and encourage business in these communities is the only thing that could, over time( a long long time) break the sit down money mentality.
My views are mainly based on what I've seen in the NT and the top bit of WA, city slicker Noogars ( main group around SW corner of WA) are tech savvy with little to no chance of getting any land but have enough knowledge of how the system works to get a good job or do a good job on the social security.
It's not up to me to judge, I'm just interested to see what the so called experts come up with and I've never seen any thing that has been done that remotely encourages our our fellow aboriginal Australians to join in and help themselves.
I will say that the aboriginal ranger service and the aboriginal healthcare initiatives are as close as I've seen to them helping themselves but having listened to a few talk about it it's just a puff piece for the media.

An aboriginal trashed a house with a sledge hammer a few

When asked why he did it.....he said that fella
he is wrong skin.
Maybe this is behind the abuse they pour on the women.
Maybe this is most of their problems ....plus booze of course.
