Changing the constitution is a very long term thing, its permanent. It isn't about closing the gap over 50 years. Its about centuries.
The loose definition of aboriginal contains any amount of DNA. (Never mind the tick-a boxes with no aboriginal DNA).
The proportion of aboriginals in Australia with any amount of DNA will be exponential. There are just under a million at the moment (that's 1/30 people). Most are physically indistinguishable from non aboriginals but would be on the aboriginal electoral roll.
In a few generations it will be 1 in ten with a microscopic proportion of DNA entitled to two voices in parliament. A few generations later it will only be a minority of people restricted to one vote.
