I’m not sure how on earth you think a fathers licence would work - do we pop men into some sort of chastity belt until they pass, or lock them up altogether - a bit like a seminary Maybe we could try some other things like fail safe external devices on the penis, a bit more work on medication - options might be killing off those little sperm, permanently flaccid, reducing desire, or reducing sperm count
