the only way to guarantee "frank and fearless" advice to government is to have a permanent "unsackable" public service. If you have one that is subject to dismissal you run the danger of politicising the public service which is what Howard tried to achieve. The public service is one of the important checks and balances of our system and politicians should not be able to undermine it.
