The courier is the most interesting link in this. RIO by blaming the courier / courier company is essentially saying that it is incompetent and you would think it would take some sort of legal action to against it (the company for lossoes). The courier company would also be expected to defend itself against RIOs claims. The courier company could simply be figment of RIOs imagination. If it does exist and can be identified - its own records should tell the truth in the matter. How many Courier companies are there in WA that might be employed to deal with this stuff? Courier might also mean a RIO employer charged with delivery? Just guessing
