If I recall correctly, in Great Depression era, dole was only paid to people who moved around, to be able to pickup work in a then much more agrarian economy. If we pay sit-down money when work is available in harvesting, albeit beyond the tram tracks, we deserve to fail as an economy. Many backpackers have gone home so farmers will be needing many more local residents to pick. I picked tomatoes and peaches in Goulburn valley, and worked closer to home doing haymaking and gathering. Some of the best days of my life and well paid too.
