Good question. Some CFD providers 'make their own mkt.' They are huge. Short sellers are liable for divs if shorting the stk on ex-div date. It's a complex issue. What is certain is that short selling has grown exponentially the past 2 years and the authorites have been blazai (sic) about it until now. But the gorrilla has escaped and it will be hard to put him back in his cage.
