Actually that's not true. We investigated another company with short selling and what we got was that the likes of Norges on their own at times have sold more than disclosed on Shortman but as that came from loaned stock it did not appear on the register. As thery are extrenal to Australia they don't seem to company with shorting rules as the company that loaned the stock has not done that through a market participant like a bank or broker.
