I suspect that figure of $4 per share is based on what Clive Palmer got for allowing Chinese to access 1 billion tonnes of his magnetite block. However, the value would be much higher if AGO can actually own the mine themselves.
Palmer had to sell mining rights to Chinese so he could onto BRW rich list, and waited about 20 years holding the tenements. Locals such as BHP would not play ball with him.
Hence hold AGO for the long term, but have we got the patience?
