Is a 0.5% quarterly rise now considered a good result?

The June quarter CPI was also 0.5% so house prices went nowhere in real terms.

I think for most investors, after accounting for the cost of capital and net yields, a 0.5% quarterly rise is still going to result in a loss overall.
