    Perhaps neither, rather cultures are the problem and the solution because no one lives or acts in a vacuum.Put a thousand(or a million) people in a particular system, apply certain pressures and it's guaranteed that X percent will do this and Y percent will do that.

    I agree with the second amendment right as a basic human right. History shows that disarming of the population is just inviting tyranny and arrogance by government.

    Another question worth asking is how many of the quoted gun murders are drug related, both illegal and legal.
    Setting up huge numbers of violent drug gangs is not the way to run a country, so the anti drug laws can share some of the blame there. The other drugs like Prozac are marketed under FDA imprimatur and are known to cause violent rage involving suicide and homicide. How many murders are caused by these medications? We will probably never know as the FDA are in BigPharma's pockets.
