    Yes-- as an ex-pastoral landholder from the dim and distant past, I can tell you that the Landholders' rights used to trump any Exploration license when it comes to what can happen on that land .
    Access to the land was by negotiation between Co. and landholder--never seemed to be a problem in pastoral areas from my experience, cant speak for the more valuable higher rainfall farm country.
    The co. could "explore" all it wants , but if the landholder wants to build a road or fence or run a pipeline on his or her land , then the EL holder cannot stop him -or her.
    There are still I think regulations that limit the amount of time an EL holder can sit on their lease(s) without doing some exploring --and/or digging , if they have that permit.

    I stand to be corrected by others on this form with greater and more current expertise on this subject, but that is how I remember the basics of it back in the day...
