With Sandalwood the heartwood still remains a viable product even if the trees die. So their may be a change in the yield of the plantation over time, negative if the mortality rate increases, positive if the mortality rate decreases.
However the reduction in production will not be dramatic as you make out.
The only legal sandalwood in state owned Indian forests is in fact dead trees.
