Since when has Washington played by the rules and what 'rules'. You will have to go back many decades to a time when nations abided by any rules. The ability to publicise breaks of rules is now so powerful that a rethink on war behaviour will have to be done. Previous rule breaks were never discovered till well after the war was over, not so now. As to who leads or follows all these rule breaks is becoming irrelevant as so many are being made. It seems we are going to sink down to the Israeli level and kill anybody we disagree with. Religion used to be a big influence on human behaviour but with its decline we have an immergence of basic animal behaviour. As much as we all discuss this decline, it will have to run its course before evolution records a change.
