No you are correct. Whilst the government has announced it, and all parties have said they will vote for it, the actual bill is yet to be tabled in Parliament, and then needs to be debated and voted upon, before it becomes law.
Should be a formality as enough politicians from all sides support it, but it still needs to go through the formal process before it actually becomes law. Looks like sometime in March now.
