If he invested that $1.3m gain in an ETF tracking the S&P500 he would have made a cool $450k profit in that time period. If he avoids jail time my guess he's still come out on top and was at or near retirement anyway so didn't care about the reputational damage. Doesn't make it right and hope they come harder at him during sentencing in May than just accepting the $1.3m from him...
