That a bit describes nature. A moving target is much more likely to be preyed upon than one that is stationery...
… Mind you, it can eventually become ridiculous too.

Another very big and important difference too (and not to be underestimated) is that the company that is drilling and doing stuff can regularly update the market with positive snippets which keeps it interested. By contrast, during negotiations, particularly if they are drawn out and involve multiple parties, communications are very limited, so much easier for the market to lose interest (or believe that nothing is happening at all!???) … Balanced way of considering it I think.
