well telecom australia would have built a new network,who stopped them,the govt of the day because it would increase the leverage a monopoly had.
i would go one step further and say that the nbn is not an original idea of the rudd govt,but more an idea that has been kicking around with successive govts for probably 20 years or more,the gfc brought it to the fore as a benefit to the broader australian community-----and futhermore the nbn might well be modified because of financial issues,there will be little choice other than to set telstra free.
