    Not sure how long you have been around@Bananabender1 - But for what it's worth go back to the 70's and beyond and you will find Government agencies were independent, choc full of engineers & scienteists who beavered away and provded 'frank and fearless' advice to politicians - at their disscretion.

    However subsequent governments (of all stripes) slowly but surely eroded this arrangement, implementing restructures in the name of efficiency (The public who took great joy in criticising pulic servants got what they wished for - always be careful what you wish for), resulting in not only ALL executives but now all staff on 'contracts'. Now we see every change of government result in a sweep out at the top and installment of the new Governments sycophantic cronies.

    Not a single document comes out of a government agency without it being through Governement process of briefing, review or whatever it deems appropriate.

    Staff are trained and cautioned repeatedly about the risks of what they put in written corro for fear of FOI and embarrassment.

    Its the cart before the horse all the time.

    Governement makes an announcement then hands it over to the agency to develop the supporting arguments to defend proceeding.

    As Wallbrook mentioned - these agencied such as CSIRO are no different. They are funded by the Commonwealth and beholden to the narrative.
